Transforming Non-Traditional MOD Housing Through Precision Retrofit Delivery
Project Overview
In 2023 we successfully delivered a £1.7m full-building envelope upgrade for 38 non-traditional properties within a live Ministry of Defence (MOD) Barracks, commissioned by Amey Defence. This technically demanding project demonstrates our ability to deliver high-quality retrofit solutions in security-sensitive and operationally active environments.
Our scope of works included complex mansard roof alterations—stripping roof coverings, constructing new timber frames, and delivering a comprehensive insulation package using EPS render and HardiePlank cladding. We seamlessly integrated these upgrades with new, high-performance windows and doors, and ensured full compliance with PAS 2035:2023 standards. Asbestos removal was managed with diligence and full regulatory oversight.
Strategic Stakeholder Engagement in a Sensitive Setting
Working in a military context required careful, strategic engagement. Our dedicated Resident Liaison Officer (RLO) provided consistent, clear communication with military families, arranging pre-works consultations, issuing regular updates, and building trust through transparency. Beyond individual households, we also collaborated with resident committees and local community groups, delivering added social value and tailoring our approach to local expectations.


Technical Excellence & Regulatory Assurance
This project demanded precision and compliance at every stage. We provided detailed scaffold design packages, carried out asbestos surveys, and prioritised key installation metrics—thermal performance, airtightness, and enhanced security. Our ‘whole-house’ methodology ensured that external wall insulation and window systems were fully integrated, eliminating thermal bridging and delivering robust system continuity.
Compliance with BSEN 13163 (thermal insulation) and BSEN 13140 (external thermal insulation systems) standards was non-negotiable. We worked proactively with Building Control to ensure every phase met or exceeded current building regulations.
Integrated, Data-Driven Project Management.
Our experienced in-house delivery team—comprising a dedicated Project Manager, Supervisor, RLO, and administrative support—delivered the programme with precision and clarity. Using our cloud-based (ICT) system, we maintained a detailed audit trail, supported real-time communication, and ensured alignment between site progress, resident liaison, and client reporting.
A master programme structured the works for optimal efficiency, and our agile delivery model ensured minimal disruption to residents throughout. From planning through to handover, every decision was underpinned by data, coordination, and a clear commitment to quality hallmarks of high-quality PAS 2035 retrofit delivery..
The Outcome: A successful, high-spec retrofit solution that enhanced building performance, improved resident comfort, and demonstrated our capability to deliver complex, live-environment upgrades in line with the UK’s evolving energy and housing standards. It stands as a model for delivering PAS 2035-compliant upgrades within complex, live environments—blending roof alterations, fabric upgrades, and BSEN-compliant installation with effective community engagement.
